Implement authored local help across all nine contexts from docs/SCOUT-EXPERIENCE.md. Verify pause/state preservation, native dialogs, keyboard, reduced motion, collapsed and missing targets.

Authored help and restartable tours across all nine views are merged and live. Scout browser checks pass locally at 1440/320 px and on production; prior three-engine coverage is in the review record. Production offline upgrade preserves saved plans/settings and serves Scout, fonts and the full simulator tour offline.
