Allow the simulator to work without connectivity after initial loading.

Acceptance criteria:

  • Cache required application assets.
  • Manual simulation and locally saved profiles work offline.
  • Show update availability and avoid mixing incompatible asset versions.
  • Test offline reload on desktop and mobile browsers.
